Case Study: How Maryland Determined Direct Shipping Laws

As several states reevaluate direct shipping laws this year, we came across an interesting case study from 2010 when Maryland legislators weighed whether or not to allow out-of-state retailers to ship wine direct to Maryland residents.BACKGROUND. In 2011, Maryland legislators decided to approve direct wine shipping for out-of-state wineries, but not out-of-state retailers. The 2010 report provides insight into how the state came to that conclusion, while addressing issues like how to issue permits to direct shippers, the effect on
