Southern Glazer’s Challenges Minnesota’s Distributor Exclusivity Statute

Dear Client: Suppliers are increasingly opting for a simplified distribution network, signing exclusive national agreements with the likes of Southern Glazer's Wine & Spirits and Republic National Distributing Co. But in Minnesota, out-of-state producers are prohibited from granting exclusive distribution rights to wholesalers.  Last week, Southern Glazer's filed a lawsuit challenging Minnesota's Coleman Act, a statute that "discriminates in favor of in-state liquor producers in violation of the dormant Commerce Clause," per the complaint.  What exactly is the Coleman Act?
