23% of North Carolina Brewers Out of Tax Compliance?

Dear Client:Things just got more complicated for the battle in North Carolina to raise the self-distribution cap to 200,000 barrels, one of the provisions under small brewers "modernization" bill, HB 500. The other side is attempting to introduce a measure, HB 480, requiring the ABC Commission to do annual checks on brewery and distillery tax reporting compliance. (Unlike some ABC licensees, brewery and distillery permits don't expire, and so there's no annual check on income and excise tax reporting.) HB
