Ohio Declares Kroger PCOE Illegal

WSD has obtained a letter from the Ohio Department of Commerce's Division of Liquor Control (where Kroger is based) to the Wholesale Beer and Wine Association of Ohio, declaring Kroger's plans for a Planogram Center of Excellence in violation of tied house laws and rules [see WSD 11-16-2015].A couple of the highlights are that Ohio's DOC confirms that "[Southern Wine & Spirits] or its designee will be responsible for providing Kroger with planograms and will set and/or reset Kroger stores
