The power to discipline Albany-based retailer Empire Wine, may be out of the New York State Liquor Authority's (NYSLA) hands soon. Yesterday, New York State Assemblyman Phil Steck introduced a bill (A05920 ) to amend current state laws and essentially prevent the NYSLA from punishing Empire Wine (or any other retailer license) for "perceived violations" of another state's laws. However, there is one caveat under the proposed rule change: the NYSLA can take action if a liquor license holder independently
