Dear Client: Two of the former owners of Chicago's Sam's Wines and Spirits, Fred and Brian Rosen, are lending their experience to a different retail concept in Illinois called Evolution Wines & Spirits. Evolution already has two stores in Northbrook and Peoria, Illinois and is opening a third store in Chicago's Bucktown neighborhood October 28.
