Alert, TTB Delivers Ruling on Category Management

After years of studying and unanimous prodding from industry trade groups, the TTB has issued a ruling on retail category management and tied-house laws. The ruling is about seven pages long, but the main act is the parts that relate to the recent controversy over Kroger and Southern Wine & Spirits' category management concept [see WSD 12-11-2015].You'll recall, Kroger announced in October it would partner with Southern to form an "in dependent third party Planogram Center of Excellence" to handle
