As tropical storm Harvey moved out to sea to gather fuel and then return to landfall, it not only devastated east Houston even more, but also buried east Texas refinery town Beaumont and Port Arthur. In fact, Beaumont even suspended water service due to damage to its treatment plant. As A-B distributor Larry Del Papa said earlier in the week, while his Beaumont facility was operational even as Galveston struggled, now Beaumont is not operation as of yesterday.
