Will Texas Appeal Decision?

Made a quick trip up to Austin on Friday to creep around my old capitol haunts....the Cloakroom, the Four Season's, Star Bar. The word from a public relations friend close to the agency is that the Texas Alcoholic Beverage Commission (TABC) is NOT likely to appeal the 5th Circuit's decision making direct shipping legal, given the blunt language of the judges in that ruling (see BBD 06/30/03). She indicated that they are duly chastised by that scathing decision, and perhaps
