Brewers Behind Three-Tier, But………

As you've read in these pages and elsewhere, the big brewers have given much lip service to the value of the three-tier system. We take that at face value, as the system current serves them very well. However, when it comes to mandating three-tier at the state level, the brewers' commitment is a little shaky.
